Coordination Effectiveness During Public Health Emergencies: An Institutional Collective Action Framework

چکیده

This article draws on the institutional collective action (ICA) framework and data from a survey of senior public health emergency management professionals in Dallas–Fort Worth metroplex following Ebola outbreak to investigate coordination effectiveness during emergencies. Based study findings, recommends that having an identifiable lead agency, official statements local authorities, conducive environment for informal conversations, communication activities inform, connect, involve is essential effective coordination. Practical implications extend how mitigate dilemmas with regard coordinating COVID-19 pandemic responses.
